VANA raises concerns about unnecessary bureaucracy and increased costs in the consultation response regarding allocation

Dansk Producentansvar (DPA) sent the 'allocation for packaging' for consultation on March 12, and VANA has today returned a consultation response urging a revision of the allocation to ensure cost-effectiveness, comply with the political agreement, and incorporate relevant considerations.

Marianne Roed Jakobsen, CEO of VANA, says, among other things in the consultation response:

"The draft for the allocation among the producer responsibility organisations leads to unnecessarily high administrative burdens and costs for businesses, producer responsibility organisations, municipalities, and waste-producing companies. DPA has solely focused on the marketed packaging quantities but has not included other relevant considerations as prescribed by the statutory order on packaging."

VANA has therefore submitted a concrete proposal for a method for calculating the allocation that ensures cost-effectiveness, supports fair competition conditions, and respects the political agreement as well as the statutory order on packaging.

VANA is ready for dialogue on the common goal

Marianne Roed Jakobsen emphasises:

"At VANA, we are always prepared to collaborate on the best solution, and we are naturally available for dialogue on how the method can be applied from a common concern for all involved parties and the overarching purpose of introducing producer responsibility: that we work together towards a more circular economy."

In the consultation response, VANA also points out a number of practical problems posed by DPA’s proposal for allocation:

  • shared combined collections in 40+ municipalities
  • complicated administration for collection across municipalities
  • 300,000 waste-producing companies may potentially need to seek compensation from several producer responsibility organisations

Additionally, VANA points out several specific outstanding issues regarding the proposed allocation:

  • there is no distinction made between financial and operational allocation in the decision
  • a allocation for wood in household quantities has not been implemented

We hope that DPA will reconsider the allocation so that it is in line with the statutory order on packaging and the political agreement.
