Reporting of single-use packaging

Companies with producer responsibility for single-use packaging must be registered with the authorities, and it is a requirement to be a member of a producer responsibility organisation (PRO).

Pool Reporting – companies with quantities over 8 tonnes

You must make two reports of your quantities as a result of the implementation process for producer responsibility on packaging.

  • By 31 May 2025: Actual quantities made available on the market 2024
  • By 31 May 2026: Actual quantities made available on the market January-September 2025

After the producer responsibility comes into force in October 2025, VANA accumulates your ongoing reporting for the annual report. After this, you only have to make pool reports if you start making other material categories available on the market than those you have already registered. In these cases, you must report the expected quantities made available in the current year no later than 14 days before you start making them available on the market.

New material categories from 2025

Please note that five new material categories have been added since the 2024 report:

textile
porcelain
cork
ceramics
other.

The reporting

Reporting must be broken down by the following material categories:

  • cardboard
  • paper
  • ferrous metals
  • aluminium
  • glass
  • plastics
  • food and beverage cartons
  • wood
  • textile
  • porcelain
  • cork
  • ceramics
  • other.

The quantities of commercial packaging and household packaging must be reported in kilograms. In practical terms, this means that you need to give your best guess as to whether the packaging you put on the market ends up in household or commercial waste - that is, whether it ends up with a private consumer (B2C) or with a company (B2B). Read more about waste treatment of household and commercial waste here.

You must also state if you know whether the packaging should be sorted as residual waste or hazardous waste - for example pizza boxes (residual waste) or hairspray (hazardous waste). Read more about sorting and collection requirements in Denmark here.

Pool Reporting - For companies with less than 8 tons of packaging annually (triviality limit)

If you expect to make less than 8 tons of packaging available on the market, you can choose to register  only the total expected amount of packaging made available in 2024, in kilograms, divided in respectively household packaging and commercial packaging - and thus not divided into the individual fractions.
Read more about the triviality limit here.

Criteria for reporting in 2025

The level of detail for the eco-modulated fees and design requirements for each material category can be found in Appendix 14 of the Packaging Executive Order, which can be found here
