About producer responsibility on packaging

The extended producer responsibility for packaging will come into effect on October 1, 2025. However, affected companies are already required to register and report an estimate of their expected packaging quantity for the current year.

This means that all companies that place packaging on the Danish market assume responsibility for the packaging throughout its entire life cycle - even after the packaging is empty and has been sorted for waste by the end user.

Purpose of producer responsibility

The overall purpose of implementing producer responsibility is to reduce the amount of packaging, ensure effective collection and handling of packaging waste, and motivate companies to better and more environmentally friendly design packaging - both for prevention, reuse, and recycling.

Popularly speaking, it’s referred to as closing the loop - 'closing the loop'.

The extended producer responsibility for packaging comes into effect on October 1, 2025, but the companies covered are already required to register and report an estimate of their expected packaging quantities for the current year.

Overall consequences of producer responsibility for packaging

  • Approximately 7,000 Danish companies will be included.
  • Invoices of at least 2.3 billion DKK per year will shift from consumers to companies.
  • Expected approximately 961,000 tons of packaging annually.

Eco-modulation - bonus/malus model

It is a requirement that the costs that companies must cover, from producer responsibility coming into effect in October 2025, are eco-modulated. This means that companies will pay less for packaging that can be reused or recycled.
