Reporting and allocation of quantities by DPA
Our member service is currently getting a lot of questions about why manufacturers should register and already now report the packaging volumes they expect to put on the market in 2024.
And the short answer is that it is all about the allocation of municipalities - and thus packaging quantities - among the Producer Responsibility Organisation (PRO). How the allocation principle works
The allocation principle is based on:
- dividing Denmark's total amount of packaging waste at municipal level and into overall fractions.
- allocation is made among the Producer Responsibility Organisation (PRO) in the area based on the expected total quantities their respective members have as per 31 March 2024.
- allocation is made by Dansk Producentansvar (DPA) (Danish Producer Responsibility).
That means: The more and larger the volumes of VANA's members are as per 31 March 2024, the greater the allocation we will receive and the more cost-effective we will become.
Why is registration and reporting necessary in 2024?
The packaging reporting proposed in part 1 of the executive order is NOT to be compared with the reporting requirements for packaging from the producer responsibility which come into force in 2025. The reporting in 2024 concerns the allocation of volumes between active Producer Responsibility Organisations (PROs) in this area.
Briefly explained:
- The quantities and fractions of packaging to be reported by 31 March 2024 are EXCLUSIVELY a reporting of the expected packaging quantities. Read more about registration here.
- The reporting of the expected quantities will be used, among other things, by Dansk Producentansvar (DPA) in connection with the allocation of quantities between the PROs that by then have signed up to handle producer responsibility on packaging. It is therefore important to take an active stance and choose a PRO now. Learn more about how a PRO works here.
- Registration and reporting in 2024 thus has NOTHING to do with the so-called environmentally graduated contributions and will NOT have any economic significance. Read more about the expected eco-graduated contributions here.
Members obtain financial benefits
This means that the more members we are and the larger the quantities of packaging we handle, the better prices VANA can negotiate, so it will be as cost-effective as possible when you as manufacturers take over responsibility for the packaging you put on the market throughout the entire life cycle, from 2025.
