FAQ - Eco-modulation and eco-modulated fee

The eco-modulated fees are a financial structure aimed at ensuring increased incentives among businesses to produce or have produced packaging that is reusable or recyclable.

Emphasis is placed on minimising material, recyclability, the amount of recycled material in packaging, and the presence of hazardous substances.

The state determines the eco-modulated fee as well as the design criteria that serve as the basis for the modulation. You can find the design criteria for eco-modulation in the statutory order on packaging (Annex 14) under relevant legislation.

An packaging is eco-modulated based on the component or components that the packaging consists of. Components and subcomponents are reviewed in relation to the design criteria for the relevant material subcategory.

For packages at red level, the producer pays a malus (additional cost) of 35% of the individual producer's calculated operational costs for waste management of packaging waste. 

For packages at green level, the producer receives a bonus that reduces the producer’s calculated operational costs for waste management of packaging waste. 

For packages at yellow level, the individual producer pays the calculated operational costs for waste management.
